What to do when a toilet turns on and off by itself or is "ghost flushing"?

Have you ever heard your fill valve intermittently turn on and then off again? This is called “ghost flushing” or “phantom flushing”.

Ghost flushing is almost always caused by water loss from the tank or siphoning. As the water level drops, the fill valves float cup lowers and allows the valve to turn on and replenish the water that was lost. Ghost flushing can occur within seconds apart or days apart depending on the severity of the leak.
